Development of the draft 2024-34 Regional Land Transport Plan: Investment Priorities

1. Purpose

To continue reviewing the Regional Land Transport Plan (RLTP) with a specific focus on selected topics to support developing the strategic framework.

2. Guidance Sought from Councillors

Input and feedback on the following matters to support developing the strategic framework:

1. the vision;

2. objectives;

3. headline targets;

4. policies;

5. Investment Logic Map (ILM), and

6. 10-year investment priorities.

Importantly, items 2-4 as listed above, as well as a prioritised list of activities, are all content requirements for a RLTP as set out in the Land Transport Management Act (LTMA).

To support development of the strategic framework, staff are looking for broad direction and can work on details with such direction.

3. Discussion

The workshop is supported by a presentation (attached). It is requested that the Regional Transport Committee (RTC) utilise the time at the workshop to openly discuss the content.

4. Next steps

Guidance from the RTC will be used to shape the draft RLTP. Further content will be covered at the next RTC meeting – notably, endorsement of the areas covered at this workshop. The next RTC is scheduled for 31 August 2023.
