6.1

Bay Of Plenty Climate Risk Assessment Next Steps Update

Presented by: Jane Palmer – Senior Planner Climate Change, BOPRC; Nic Newman – Climate Change Programme Manager, BOPRC; Jean Paul Gaston -  RLC (all in person)Identifying; Victoria Blake – Te Whatu Ora Health NZ; Hanno van der Merwe – KDC; Megan Wakefield – WBOPDC and Katherine Hall – ODC (all via Zoom).

Key Points - Members:

·     Concerned regarding an apparent lack of knowledge at central government level regarding the width and depth of the work being undertaken at regional and local level in the climate risk assessment space

·     Noted the lack of river schemes in Tairawhiti, which was one of the most flood damaged areas

·     There had been significant damage in Western Bay of Plenty during the recent weather events

·     Recognised the importance of regionwide collaboration to be able to obtain support from central government, as well as the local communities

·     Recognised the resourcing challenges in the resilience space

·     Emphasised the importance of informing the affected and involved communities about the risk assessment work being undertaken at the local level

·     ‘Who is doing what’ and any potential gaps between the involved agencies needed further clarification

·     Recognised that although there were varying needs in the different parts of the region, there were common challenges that could be documented and form the basis for an aligned focus.

In Response To Questions - Presenters:

·     The Working Group was aware of the need for, and was actively working towards, increased awareness of the local efforts at central government level

·     Recognised that there was a need to respond and adapt at the local level whilst identifying common needs across the region

·     The support and participation in the Working Group by all councils and dedicated funding at the city and district level in the 2024-34 Long Term Plans will enable further work in this space

Action Points (All Councils):

·     Provide input on this body of work to any briefings for the incoming local government minister

·     Clarify and inform the Mayors/Chairs of any potential/identified gaps in the preparation of delivery of the risk management framework at the local and regional level..

7.1

Solid Waste Disposal Discussion

Presented by: Mayor Victor Luca – WDC.

 

Key Points:

·     The presentation pertained to the waste created by end-of-life tyres

·     There was international recycle/reuse technology available, however it was not widely utilised

·     Suggested there could be a place for further exploring tyre recycling opportunities at a regionwide level.

Key Points - Members:

·     At this stage, there had been discussions regarding tyre recycling opportunities between three councils (WDC, KDC, ODC)

·     Recognised the significant pollution caused by burning/disposal of tyres

·     Councils were currently paying to transfer tyre waste to Golden Bay Cement in Whangārei for processing/use as fuel, which meant there was funding allocated that could potentially be redirected to a regional facility (if established)

·     At this stage, it was too early to commence a business case on the viability of a regional facility

·     A number of waste management streams, that had either been or could have been further explored, had not progressed to commercial viability for a number of reasons

·     Regional waste management was a current issue and would be further discussed in the confidential section of this meeting.

Action Points (WDC):

·     Connect with staff from the region’s councils to discuss if there was a case for a recycling facility to be progressed either at a local or regional level. If yes, confirmation of this feasibility workstream to be brought to councils for consideration.
