Workshop Outline
1. Purpose
At the Ōhiwa Harbour Implementation Forum (the Forum) meeting on 30 November 2020, staff were asked by the members to arrange a workshop to develop submissions from the Forum to the long term plans (LTP’s) of Bay of Plenty Regional Council (BOPRC) and Whakatāne and Ōpōtiki District Councils. There was also a request to learn more about various water reforms.
2. Workshop proceedings
2.1 Part one, Te Hononga
A presentation by Anaru Vercoe from BOPRC to introduce Te Hononga, the Māori Engagement Plan for the implementation of the new National Policy Statement for Freshwater Management (NPSFM 2020). The plan has been informed through a review of submissions, surveys and discussions with tangata whenua on a number of the key Council projects such as the Long Term Plan, Plan change 9 and Plan change 12. The NPSFM now requires councils to work more closely with tangata whenua, particularly with respect to Te Mana o Te Wai and the new compulsory Māori value – mahinga kai. Te Hononga focusses on building relationships and developing partnerships which in many respects sets the platform for tangata whenua to co-design many of the policy provisions that will be proposed under a plan change for the Regional Natural Resources Plan.
This will be followed by a brief discussion.
2.2 Part two, Council Long Term Plans
Bevan Grey from Ōpōtiki District Council will introduce his Council’s LTP. This will be followed by a discussion to develop some submission points.
Unfortunately, Whakatāne District Council staff don’t feel that they are quite ready to provide the Forum with a presentation on their LTP but this workshop does provide the members with an opportunity to provide some input.
Pim de Monchy will introduce BOPRC’s LTP. This will be followed by a discussion to develop some submission points.
2.3 Part three, Jobs for Nature funding
Mike Jones from the Department of Conservation will briefly introduce the Jobs for Nature | Mahi mo te Taiao fund which is part of central government’s Covid-19 recovery plan. It’s possible that there are opportunities for the Forum to make use of this fund.
3. Background information
In order to help clarify which organisation is responsible for the various actions in the Ōhiwa Harbour Strategy and what gets spent by whom on the implementation of those actions, a table entitled “Summary of Ōhiwa Harbour Strategy actions – who’s responsible and who pays for what” is included as appendix 1. At the end of this document are some important notes and also the BOPRC Ōhiwa budget expenditure for the last 3 years.
